1. General regulations

1.1. The Advisory Committee on the Environmental Agenda among the Central Asian and Turkic countries (hereinafter referred to as the Advisory Committee) is a consultative and advisory body, with headquarters in Tashkent, implementing the coordination activities of its member youth organizations, associations, and movements of the Central Asian and Turkic countries involved in the environmental agenda (hereinafter referred to as the Youth Communities).

1.2. The Consultative Committee is established to promote comprehensive cooperation between the Central Asian and Turkic countries to strengthen interaction, peace and friendship in Asia.

1.3. This Regulation is based on the idea that environmental cooperation is the most important factor in ensuring the sustainable development of the Central Asian and Turkic countries in the socio-economic and humanitarian fields.

2. Objectives and areas of activity

2.1. The main tasks of the Advisory Committee are:

2.2. Promoting the development of effective regional cooperation between Youth Communities;

2.3. Encouraging the participation of young people from Central Asian and Turkic countries in the implementation of the environmental agenda;

2.4. Promoting the development of direct contacts and connections between Youth Communities;

2.5. Development of recommendations and proposals for improving the conditions of cooperation in the interests of the youth of the Central Asian and Turkic countries;

2.6. Exchange of information with the aim of developing cooperation between Youth Communities;

2.7. Development of plans/programs for cooperation between youth communities;

2.8. Implementation of projects and holding of events for the youth of Central Asian and Turkic countries, including public campaigns, projects, interstate youth actions, organization of discussion clubs, round tables, youth forums, eco-camps and conferences.

3. 3.Structure and functioning of the Advisory Committee

3.1. The Advisory Committee consists of two bodies. The bodies of the Advisory Committee are the "Board of Trustees of the Advisory Committee" and the "Representatives of the Member States of the Advisory Committee". The highest official of the Advisory Committee is the "Chairman of the Advisory Committee".

3.1.1. The Advisory Committee Board of Trustees shall comprise the Chairman of the Advisory Committee, the Secretary to the Chairman and at least one senior official from each country;

3.1.2. The Advisory Committee shall consist of representatives of the Member States, 2 persons from each country. The representatives of the Member States appointed to the Advisory Committee are:

• one or more representatives of government bodies (persons who handle all documentation and organizational issues on behalf of the government organization responsible for the country's participation in the activities of the Consultative Committee),
• one or more representatives of public youth and other organizations/associations/activists implementing youth policy and ecology.

3.2.In the performance of their duties, representatives of the member states of the Consultative Committee shall be guided by the internal regulations of the respective sending state.

3.3.  Meetings of the Consultative Committee are held as necessary, but not less than twice a year and have the required quorum if a majority of the Central Asian and Turkic countries are present.

3.4. The Consultative Committee may hold extraordinary meetings at the initiative of any of the Central Asian and Turkic countries. Countries send a request to the Chairman of the Consultative Committee with a proposal for the agenda, dates and venue of the meeting no later than 30 days before the extraordinary meeting.

3.5. The place and date of the regular and extraordinary meeting shall be announced by the host country.

3.6. The decisions of the Advisory Committee are made by consensus and are advisory in nature.

3.7. The travel expenses of Representatives of the member states of the Consultative Committee shall be borne by the sending party.

3.8. Expenses related to the organizational and technical support for holding the meeting shall be borne by the host party.

4. Chairman of the Advisory Committee

4.1. The Chairman of the Advisory Committee is the highest management position of the Advisory Committee, making the final and unified decision of the Advisory Committee. The Chairman of the Advisory Committee works jointly with the Board of Trustees and in close coordination with the Representatives of the Member States.

4.2. The Chairman of the Advisory Committee is elected from among the Representatives of the Member States:

4.2.1. Candidates for the post of Chairman of the Advisory Committee are nominated by the Board of Trustees, one candidate from each country;

4.2.2. The next Chairman of the Advisory Committee shall be elected by the Board of Trustees in alphabetical order from among the representatives of the member states of the Committee. The Chairman of the next meeting shall be elected during the meeting of the Advisory Committee;

4.2.3. In the event of failure to fulfill their duties, grounded complaints from Representatives of Member States or other circumstances that do not allow the fulfillment of their duties, extraordinary elections for the post of Chairman of the Advisory Committee may be held by decision of the Board of Trustees.

5. Secretary of the Advisory Committee
   • The Secretary of the Advisory Committee is the Vice-Chairman of the Advisory Committee and shall perform the following duties:
     • Responsible for monitoring the work being carried out and drafting working documents;
     • Prepares the draft agenda for the meetings of the Advisory Committee;

5.1.2. Organizes meetings of the Advisory Committee in coordination with the host country and provides technical support for such events;

5.1.3. Coordinates the implementation of decisions taken at meetings of the Advisory Committee;

5.1.4. Provides the Chairman of the Advisory Committee, the Board of Trustees and the Representatives of the member states of the Advisory Committee with copies of documents adopted at meetings of the Advisory Committee.

5.2. The Secretary may invite representatives of relevant government agencies of the Central Asian and Turkic countries and/or youth organizations/associations/movements to participate in the meeting of the Consultative Committee as observers.

5.3. The Secretary of the Consultative Committee shall be appointed by the Chairman of the Consultative Committee from among the Representatives of the member States of the Consultative Committee after his election to this post.

6. Final Reguations

6.1. The working languages of the Advisory Committee are English and Russian.

6.2. The language of official documents for signing or acceptance is English.

6.3. This Regulation shall enter into force on the date of its adoption by the Board of Trustees.

6.4. By decision of the Board of Trustees of the Advisory Committee and on the recommendation of the Representatives of the member states of the Advisory Committee, amendments may be made to this Regulation. The relevant decision shall enter into force on the day of its adoption.
